Open call to local Civil Society Organizations to submit project proposals for empowerment of youth entrepreneurship in Moldova
The Consortium of associations: Help-Hilfe zur Selbsthilfe e.V., DEMOS, HOMECARE and Pro Cooperare Regionala, through the EU funded project “Empowerment of youth entrepreneurship in Moldova”, are announcing an open call to local civil society organizations (CSOs) to submit proposals for strengthening of youth capacities in entrepreneurship.
The goal of this open call is to provide support to 200 vulnerable young persons (including up to 20% of other vulnerable categories: women, people with disabilities and minority groups) with limited access to employment and regular income, and in need of financial support for start/development of their own business. Through this grant scheme at least 10 CSOs will be supported in three regions of Moldova, specified in the Guidelines (3 in the North, 4 in the Central Moldova and Transnistria region and 3 in the South). Each of 10 selected CSOs will be responsible for the selection and support of at least 20 young people (including up to 4 other vulnerable persons) with sound business idea for the start or development of their own small businesses, during the maximum period of implementation of 24 months.
Eligibility
Local CSOs registered in the Republic of Moldova have the right to participate. (please see section 2.1.1 of the Call guidelines for detail eligibility requirements)

Project proposals are sent electronically, and detailed instructions for submission can be found in the Guidelines for CSOs call_Empowerment of youth entrepreneurship document.
All interested CSOs will be able to receive answers to questions about the open call at online information sessions, which will be organized in the following terms:
- Wednesday, July 5, 2022 at 10:00 a.m. (for the applicants from the Region 1)
- Thursday, July 6, 2023 at 10:00 a.m. (for the applicants from the Region 2)
- Friday, July 7, 2023 at 10:00 a.m. (for the applicants from the Region 3)

About the Project
The Empowerment of Youth Entrepreneurship in Moldova project is designed to support the improvement of the Civil Society role in community development and provision of services to the citizens of Moldova and to strengthen the youth capacities in entrepreneurship through the coordinating activities of involved CSOs. The European Union (EU) has allocated 2 million Euros through the programme Support for Civil Society in the Republic of Moldova for the implementation of this project during 36 months. The consortium of associations consisted of coordinator: Help-Hilfe zur Selbsthilfe e.V. and three co-beneficiaries: DEMOS, HOMECARE and Pro Cooperare Regionala have been selected, after an open call for proposals, as the implementing partners.

| F I studied the guide, but I did not understand the concept of the terms – unit costs- lump sums – flat rate financing. Please explain. Am studiat ghidul, dar nu am înțeles conceptul de termeni – costuri unitare – sume fixe – finanțare fixă. Vă rog să explicați. | unit costs: these cover all or certain specific categories of eligible costs which are clearly identified (as indicated in the budget at proposal stage) and are expressed in amounts per unit. Example: unit cost per brochure produced and delivered to participants in the context of a seminar; unit costs for small local transportation or other expenses in the context of specific activities such as a vaccine distribution (often in expense categories with many small value items and/or with poor documentation), etc. costuri unitare: acestea acoperă toate sau anumite categorii specifice de costuri eligibile care sunt clar identificate (așa cum se indică în buget în etapa de propunere) și sunt exprimate în sume pe unitate. | G If the Public Association is not responsible for the process of entrepreneurial empowerment of young people and will not purchase goods, what would be the role of contractors and associations in the interpretation of the project concept? Is it necessary to have contractors and associates? Este necesar să existe contractori și asociații? | Grantees – supported civil society organizations will be fully responsible for the entrepreneurial empowerment of young people as explained in the ToR. The complete procurement procedure will be conducted by the grantees, however the payments to the selected contractors will be realized through the Contracting Authority. Therefore, the grantees will have to cooperate with the different contractors / suppliers of equipment and providers of different trainings in support of young entrepreneurs. Regarding the associates, it is not obligatory that grantee propose any. | H What would be the spending limits per budget line? -% salaries, travel, consumables, visibility? Can the transport costs be calculated per km? Pot fi calculate costurile de transport pe km? | There is no predefined ratio or limits in this regard, the presented costs must be necessary for the implementation of the activities and based on the actual costs foreseen by the applicant. All costs must be clearly justified by the activity itself and their verification will be carried out in accordance with the provisions of the Grant Contract. The Grant Contract cannot be used for profit-making purposes but only to cover the costs resulting from the implementation of project activities. Transportation costs may be calculated per km with the detail description of the information and methods used to establish the amount of km. Related to the foreseen trainings for the grantees (selected CSOs) that will be provided by the Contracting Authority, the following modules will be covered: Income generation activity (IGA) support, Implementation of EU grants including EU visibility and communication rules, Financial Management of EU grants and Procurement and Reporting within EU grants. 3.
