International Seminar on Advancing Home-Based Medico-Social Care Services in Ukraine

Odesa, Ukraine – An international seminar devoted to advancing the provision of long-term home-based medico-social care in Ukraine commenced today in the Odesa region. The event is hosted by the Homecare Public Association of the Republic of Moldova, in partnership with the Česká rozvojová agentura / Czech Development Agency (CzechAID) and the Embassy of the Czech Republic in Chișinău. Approximately 200 participants – including specialists, local government officials, and professionals from the medical and social care sectors – have gathered from across Ukraine. The programme will span eight working days, structured into two four-day training sessions.

This seminar forms part of the regional initiative “Transfer of Good Practices in Home Care – the Experience of the Republic of Moldova Applied to the Development of Medical and Social Services in Ukraine, Including the Practice of Telemedicine.” The project seeks to adapt and implement Moldova’s tested home care models within Ukrainian communities, placing emphasis on sustainability, innovation, and social inclusion.

The agenda addresses a comprehensive range of priority topics: the legal and regulatory framework for medico-social services; mechanisms for fostering intersectoral partnerships; quality standards and assurance protocols; professional ethics; the organization and operational management of home care centres; and practical methodologies for providing patient-centred care at home. Over the course of the seminar, participants will examine the Moldovan experience in depth, identifying pathways for its tailored application within Ukraine’s current socio-medical landscape.

Against the backdrop of the ongoing war in Ukraine, the need for home-based medico-social care has evolved into a matter of acute humanitarian urgency. The destruction of hospitals and social facilities, mass displacement of communities, extreme strain on medical personnel, and chronic shortages of resources have created a profound gap in the provision of essential services. This deficit is felt most keenly by the elderly, persons with disabilities, those living with chronic conditions, and individuals injured in the conflict. The seminar’s curriculum is designed to address these challenges with pragmatic, adaptable solutions.

The heightened interest in such services stems from their potential to alleviate the burden on hospitals, deliver vital care to underserved areas, maintain patient safety within the home environment, and embody a broader ethos of resilience: even in wartime, society can safeguard its most vulnerable members.

“This seminar is not solely an exercise in the transfer of technical knowledge; it represents a shared commitment to building essential, durable services for those who need them most,” stated Tamara Adașan, President of AO Homecare.

Participants have voiced strong expectations regarding the practical utility of the training, particularly in view of the unrelenting pressure placed on Ukraine’s healthcare system by the armed conflict. Home-based care is increasingly perceived as a humane, adaptable, and cost-effective model capable of providing direct community support while mitigating the risks of isolation, neglect, and avoidable institutionalisation.

The project receives financial backing from CzechAID and the Embassy of the Czech Republic in Chișinău, reflecting the steadfast commitment of European partners to fostering the development of sustainable, high-quality medical and social care services across Ukraine.
