Homecare Hosts International Seminar on the Development of Home-Based Medico-Social Care Services in Ukraine

An international seminar focused on the development of long-term home-based medico-social care services in Ukraine was held today in the capital of the Republic of Moldova, organized by the NGO Homecare Association in partnership with @Česká rozvojová agentura / Czech Development Agency (CzechAID).

The event took place within the regional project “Transferring Best Practices in Home Care – The Experience of the Republic of Moldova as a Model for Developing Medical and Social Services in Ukraine, Including the Use of Telemedicine” and brought together 21 public officials from the Odesa region, Ukraine, with responsibilities in social and health policy.

The seminar aimed to transfer Moldova’s expertise to Ukraine in the field of home care, with a focus on sustainability, innovation, and social inclusion. Participants discussed topics such as the regulatory framework for medico-social services, intersectoral partnerships, quality standards, professional ethics, and implementation models for long-term home-based care.

“Today’s event has shown that the exchange of experience can become a real tool for reconstruction. Our goal was not only to provide technical knowledge, but also to build confidence that the models successfully applied in Moldova can be replicated and adapted in Ukrainian communities,” said Tamara Adașan, Director of the Homecare Association.

The project, financially supported by CzechAID, reflects the continuous commitment of European partners to supporting populations affected by the conflict in Ukraine, while also promoting the development of sustainable medical services. CzechAID has been a longstanding partner of the Republic of Moldova in expanding home care services in both rural and urban areas.

Key topics addressed during the training included:

  • Regulatory framework for home-based medico-social services
  • Development of pilot projects: financing, administration, and management principles
  • Moldova’s experience in organizing such services
  • Adapting regulatory frameworks for long-term implementation
  • Intersectoral partnerships in service provision
  • Professional ethics and respect for beneficiaries’ rights
  • Concepts and principles of long-term home care systems
  • Quality standards in service delivery
  • Operation of home-based medico-social care centers

Participants praised the training for its comprehensive and practical approach and expressed a strong commitment to applying the knowledge gained in support of the most vulnerable members of Ukrainian communities affected by the ongoing conflict.

In the context of the war in Ukraine, home-based care services are becoming increasingly crucial. The healthcare system is under immense pressure, and access to institutional care for vulnerable populations – particularly the elderly, persons with disabilities, and those with chronic illnesses – is severely limited.

In this regard, home care provides a humane, flexible, and effective alternative. It enables the delivery of medical and social support directly within communities, reducing the risk of isolation, neglect, or unnecessary suffering.
