Training Courses for the Development of Home Care Services in Ukraine – A Homecare Initiative
Between April 1–4, 2025, the NGO Homecare Association, with the support of the Czech Development Agency (CzechAID), organized an intensive course in Chișinău focused on the development of medical and social home care services in Ukraine. The activity is part of a regional project aimed at strengthening support systems for vulnerable individuals in Ukrainian communities through the transfer of best practices and applied training.
The support provided by the Czech Development Agency is a concrete example of European solidarity and effective cooperation in the field of social services. CzechAID has been a long-standing partner of the Republic of Moldova in the development of home care services, actively contributing to the professionalization and expansion of this sector in both rural and urban areas.
By extending this model to Ukraine, CzechAID reaffirms its commitment to investing in sustainable and humane solutions to the challenges posed by the social and humanitarian context of the war.
Tamara Adașan, Director of the Homecare Association, stated:
“Through this training, we aim to provide not only knowledge but also confidence. Participants have shown genuine interest in applying Moldovan best practices within their communities. The experience gained in Moldova can become a valuable resource in Ukraine’s reconstruction and sustainable development process.”
The course brought together 15 participants, all residents of Ukraine, representing a wide range of regions. According to the sign-in list, participants came from the following 7 localities/regions of Ukraine: Vinnytsia, Odesa, Zaporizhzhia, Kharkiv, Donetsk, Ternopil, Kyiv, and Truskavets. This geographical diversity enabled an interdisciplinary approach and valuable experience-sharing among participants, tailored to the local specifics of each region.
The course aimed to strengthen the capacity to organize and deliver home care services in Ukraine. Emphasis was placed on building an intervention model based on the real needs of beneficiaries, using person-centered approaches, multidisciplinary teams, and strong ethical principles.
In the context of the war in Ukraine, home care services have become critically important. The medical system is under enormous pressure, and access to institutionalized care for vulnerable populations—especially the elderly, persons with disabilities, or those with chronic illnesses—is severely limited.
In this regard, home care provides a humane, flexible, and efficient alternative. It allows for the provision of medical and social support directly within the community, reducing the risk of isolation, neglect, or unnecessary suffering.
Rodica Grama, university lecturer at Nicolae Testemițanu University of Medicine and Pharmacy, and an expert in health management and legislation, emphasized:
“It is essential that home care is built on fundamental human values: dignity, empathy, equity. In the face of suffering, professionalism is not enough—humanity is needed. Participants understood that caregiving is not just a technical activity, but a social mission.”
During the four-day training, essential topics were covered, including:
- Fundamentals of home care and basic human needs
- Planning and organizing services based on the beneficiary’s level of autonomy
- Professional ethics and human rights in caregiving
- Communication with the elderly and persons with sensory disabilities
- Care for patients with chronic illnesses, those who are bedridden, with stomas, or diabetes
- Interventions in medical emergencies
- Collaboration with the healthcare system and the role of volunteering
- Project development and fundraising for local services
The course combined theoretical sessions with teamwork, and participants developed project proposals tailored to their communities, which they presented and discussed in plenary.
Participants expressed their gratitude for the opportunity and their desire to implement what they learned in practice. The training was appreciated for its hands-on, interactive approach and the immediate usefulness of the information provided.
