Solidarity in Times of Conflict: Legal and Humanitarian Support for Vulnerable Refugees

The military conflict between Russia and Ukraine, escalated in 2022, has generated a complex humanitarian crisis with flows of refugees and migrants from both countries. One vulnerable category consists of people with dual affiliation—those holding residence permits in Ukraine but Russian citizenship—facing legal, political, and social challenges, caught between two nations at war.

This is the case of Mr. Boris Vladimirovich (74 years old) and his son Volodya (43 years old, with a severe disability) from Ukraine, who were forced to make difficult decisions about their future. As Russian citizens with Ukrainian residence permits, they decided to renounce their Russian citizenship in favor of Ukrainian citizenship to fully exercise their rights in Ukraine.

Upon arriving in Moldova, they were informed by Safe Space specialists about their residency options and were directed to legal services for comprehensive consultation. Mr. Boris also received initial psychological counseling. Additionally, they were informed about the services available in the Republic of Moldova for Ukrainian refugees.

This activity is part of the program “Improving Access to Essential Health Services and Gender-Based Violence Protection for Refugees from Ukraine and Host Communities,” supported by the United Nations Population Fund (UNFPA Moldova) in the Republic of Moldova and funded by the European Union.
